Data center hubs should be designed as part of the information infrastructure of the National Information Network, ensuring necessary and attractive conditions such as perimeter security, reliable and stable power supply, high-capacity communication infrastructure, tax and insurance exemptions, affordable land prices, and other economic and technical incentives to facilitate the establishment and consolidation of high-capacity data centers.
In line with the information infrastructure plan of the National Information Network, data center hubs should enable the aggregation of domestic and international carriers, access to domestic and international services and content, and traffic exchange.
