Dark fiber is the raw optical fiber that is not connected to other transmission systems; in fact, when information is on the fibers, they are called bright fibers or fibers in use, and when there is no information on them, they are called dark fibers. Providing dark fibers to the private sector, in conditions where the fibers are unused and not connected to transmission systems, is a way to optimally use the country's communication resources and facilities.
The cooperation of the Infrastructure Communications Company with the private sector in this field is to ensure faster and smoother network development, and with the involvement of the private sector, including operators and companies holding FCP licenses, both costs for the government sector are reduced and the speed of service provision is increased. According to this directive, the use of dark fibers as a new service is allowed only within the province and on routes in the country where communication through other facilities available in the company's product portfolio is not possible. This new service is provided to licensees for the establishment and operation of fixed and mobile communication networks by the Radio Communications Regulatory Authority.
